Why is CFO implementing the Affiliate Playbook?

The CFO is introducing the Affiliate Playbook to strengthen the entire affiliate network and ensure every community foundation has the structure, leadership, and resources necessary to thrive.

As the CFO continues to grow, it becomes increasingly important that affiliates share a common understanding of what healthy, effective community foundations look like. The Playbook establishes that framework while also outlining the support the CFO will provide to help affiliates succeed.

Ultimately, this effort is about helping affiliates better serve their communities.

Is this initiative a response to underperforming affiliates?

No. Many affiliates already meet most or all of the expectations outlined in the Playbook. This effort is not intended to address widespread deficiencies.

Instead, the Playbook recognizes that some practices have long been encouraged as best practices and formalizes them into shared expectations across the network.

Why are recommendations becoming expectations?

For many years, the CFO has encouraged certain practices related to governance, board engagement, philanthropy, grantmaking, and community leadership.

As the affiliate network matures, the CFO believes it is important to establish greater consistency across all affiliates. Formalizing expectations helps create clarity, accountability, and a stronger overall network.

Does the Playbook apply equally to every affiliate?

The expectations outlined in the Playbook apply across the affiliate network. However, the CFO recognizes that affiliates and the communities they serve vary considerably in size, capacity, staffing, geography and resources.

Implementation will take these differences into account. The expectation is that every affiliate works toward the standards outlined in the Playbook while receiving support appropriate to its circumstances.

How much time do affiliates have to meet the Playbook expectations?

The implementation period is expected to span approximately 24 months. This timeframe is intentional and designed to provide affiliates ample opportunity to assess current practices, identify gaps, access available training and resources, and build capacity where needed.

No affiliate is expected to implement every element immediately.

Are all requirements expected to be completed at once?

No. The Playbook is intended to function as a progression rather than an all-or-nothing checklist. Some affiliates may already be meeting nearly all expectations today. Others may need to focus on a smaller number of priorities first.

The Affiliate Enagement team will help affiliates understand where they stand and identify practical next steps.

How will the CFO know whether an affiliate is meeting expectations?

A combination of self-assessment, regular communication, reporting, and ongoing engagement will help affiliates and the CFO evaluate progress over time.

The goal is not to create an audit process but rather to establish a shared understanding of progress and next steps.

Will affiliates receive a score, ranking, or grade?

No. The Playbook is not intended to create competition among affiliates.

Instead, it is designed to establish a common framework for growth and success across the network.

The emphasis is on continuous improvement and capacity building.

What happens if an affiliate is not meeting expectations?

The first response will always be support. If an affiliate is struggling to meet a particular expectation, CFO staff will work with affiliate leadership to understand challenges, identify available resources, and develop a plan for improvement.

The goal is not to identify failure but to help affiliates succeed.

Are there consequences for continued noncompliance?

The expectation is that affiliates will actively engage in the implementation process and make good-faith efforts toward meeting Playbook standards.

If significant expectations remain unmet over an extended period, CFO leadership will work with affiliate leadership to determine appropriate next steps. Those conversations will focus first on support, coaching, and capacity building.

Specific actions, if ever necessary, would depend on the circumstances and involve direct conversations with affiliate leaders.

What if our board disagrees with a requirement?

Questions and concerns are expected and welcomed. The rollout process includes town halls, training sessions, and opportunities for dialogue with CFO staff. Affiliate leaders are encouraged to ask questions and provide feedback throughout implementation.

At the same time, the Playbook reflects standards adopted by the CFO board of directors and is intended to serve as the shared framework for the affiliate network moving forward.

Does the Playbook reduce local control?

No. Affiliate foundations will continue making decisions based on the unique needs and opportunities of their communities.

The Playbook focuses on foundational expectations related to organizational health and effectiveness, not local priorities or community decision-making.

What additional support will CFO provide?

This initiative is built on the belief that increased expectations should be accompanied by increased support.

Support may include:

  • Regional town hall meetings
  • Virtual learning sessions
  • Governance and board development training
  • Communications resources
  • Development and fundraising guidance
